For those who need convincing about the advantage of properly sizing and optimising JPEGs is clear. In this case the optimised JPEG isn't much bigger than the WebP version.
WebP has been around for over 10 years but has only been supported by Safari and Safari for iOS for about two years so a fallback JPEG is still required.
AVIF has been supported by Firefox and Google Chrome since 2020 and Safari only started to support it in September 2022.
Given the lack of support by Apple, if only two formats are made available, it makes sense to use an optimised JPEG and an AVIF.
